virus: HTML tags in some messages?

    Why is it that some messages seem to contain, what appear to be, valid
    html tags--but are not recognized as such, either by Outlook, or IE6

    E.g.;

    <HTML><HEAD>
    <META http-equiv=Content-Type content="text/html; charset=windows-1251">
    <META content="MSHTML 5.50.4807.2300" name=GENERATOR></HEAD>
    <BODY>
