The indifference is easy enough to understand from a social perspective. the
UK has always been under the direct authority of some external agency. The
cultural script for the British has likewise been more tolerant of being
overwatched. Either some monarch or the Reformist movement, or the Catholic
usurpists have exercised their divine dominion over the peoples of the
British isles. So the people, as individuals have come to accept having
someone/thing looking over their collective/individual shoulder.

Environment begets behavior.
Behavior begets attidude.
Attitude begets environment.

I've been involved in the UK CCTV regulation campaign almost since the
begining (www.spy.org.uk) and it does seem like a lost cause and there is
a lot of public indifference, more than there used to be. People seem to
accept that the gov monitors every aspect of their life, and they don't
care. Quite a worrying trend really
