It has been mentioned that such CCTV installations in the USA have to be
installed without any capacity to record or monitor sound.

Not long ago my wife came home with an interesting tale. Two deaf people
whom she knows had just been employed by the South African police to
lip-read the conversation of two suspects that had been recorded on a
downtown CCTV camera.

In this case it was a short conversation and they were able report it
completely. (It related to a third suspect, a woman, and was sufficient to
confirm that the two males knew her.)

It should be noted that [i] lip-reading [i] alone cannot be relied upon for
a complete rendition of any reasonably lengthy conversation under normal
circumstances; there would inevitably be gaps and uncertainties, but as the
above example demonstrates, it is amazing what context and a bit of
deduction can reveal.
