That is an "unintended feature" of my email importing code. I'm not sure
what the right behavior should be, but maybe I will change it so that if a
message is sent to the list with the same subject as a locked topic, it will
start a new topic.

Yes (currently), and it will be posted as a reply to the locked topic
(effectively bypassing the lock).
