    Oh dear, I thought we were talking about the US, not the desireability of "good" Eastern European, African, Filipino and South American immigrants or the undesireability of "bad" immigrants (from where? China and the Islamic countries are the only significant ommisions I see on the above list).     As it is, the reason that medical schemes fail is usually because they encompass millions of legitimate trivial claims, not because of fraud or expensive treatments.
