    Well, not socialist but democratic components are necessary. (Popper has
    refuted most of Marx points, making him look, well, not very bright to
    say the least). In the case below about water supply, those
    underserved by water supplies should legaly claim that some sort of
    economic justice be enforced. (Maybe some sort of policy where the government
    buys water supplies and sells it to the poor at a lower price). Now in
    the case of prisions, well they can't be privitized and whoever tought
    of it first should be arrested. IMHO
